Mobile service and wireless networking do not work the way they do anywhere else in the country, and this is a legal restriction rather than a coverage gap.
If your venue is in or near that area, plan for it deliberately. Confirm what connectivity the venue actually has, do not assume a hybrid component will work, and tell your speaker in advance so they are not standing backstage discovering their phone is inert. It is a genuinely unusual planning consideration and almost nobody flags it.
